I have a couple pairs of bloomers that came with some other dresses and I use those for almost all her dresses. I don't mind so much while she's playing but I think of stroller rides or cart rides don't work with a dress!

I put her in white underwear or closely match it with the dress, I guess like a bloomer. If I could find a nice pair of bloomers I would use that...maybe I should make some...hmmm.
Absolutely.... I think it looks terrible for their panties to be hanging out when they're wearing dresses. I bought her a plain white pair of bloomers from a local boutique, she has capri leggings from Children's Place, and there is an awesome product called Monkey Bar Buddies that she has as well. They are little snug-fitting spandex shorts that work perfectly under garments that don't need any bulk underneath them... they come in all different colors (I just got plain white b/c they're $21 a pair. But totally worth it, IMO.
I always put little shorts or leggings under her dresses (which is what she wears 90% of the time).
I used to put bloomers from other dresses, but she's outgrown all of those. We've got tons of leggings, little cotton shorts (though I haven't found a good place to buy a bunch of them in all different colors) and the shorts that come with PJ sets.

I looked up that Monkeybar buddy site. I just bought several pairs of shorts that are very similar to those, form fitting and not bulky just like those. We found a lot of different colors at Target for $3.99.
