1:00 I would think some sort of lunch type food. However I have been to parties at that time when it was just snacky type food as well. I agree with Howa and would try to put it on the invite if possible.
Is there a way to include "light refreshments and cake to be served" on your invite?
I'm designing them myself so it could be possibly put on there.
I have noticed that many come to parties expecting to be fed regardless of time (which is odd to me). So I always put this on DD's invites so people know to eat ahead of time if they are really hungry
How about "Nibble on Sebastian's favorite snacks?"
Maybe that will let them know it'll be light.
MIL wanted me to put that lunch will be served on the invite. I told her that it's 12-2. There will be a ton of food. I'm not going to implicitly state it because everyone invited knows me and knows I always cook/bake a ton of food.

I'd expect lunch. But, if the invitations told me in advance that it was just going to be cake and snakes, I wouldn't have a problem with that.
I think you just need to manage expectations.
That should have been snacks. Cake and snacks. But, if you send me an invitation for "cake and snakes," I would be very intrigued.
cakes and snakes would not be that far fetched when he gets older. A friend of mine had a reptile "petting zoo" at her son's 5ht birthday. I just think cakes and snakes sounds hilarious.
Re: Speaking of party times and food...
We like to call it "heavy apps" when we do a function at our school. We won't do full out meal, but lots of little things.

I would never go to a party and expect a whole meal.
I would think a few snacky things and cake, especially for 1-3.
Cute theme!
