here's a little article that I like on how to do them correctly:
I started "pack-n-play" time as a way of limiting interaction with others when behavior dictated it at about 9 months old. I am a Love and Logic parent and I see no reason to believe that a child that understands that crying=getting comfort cannot also reason cause and effect for other things. The PnP time starts with a song and ends with snuggles and has worked wonders for things like throwing food, being naughty at the dinner table, throwing toys, tantrums, screaming without reason, etc.

We also started about 20 months. I would tell her to get in the time out chair and she'd run and jump on it and laugh.
I used it when she was crawling outside through the cat door. It went to a locked sreened in porch but, we didn't want her out there.
That's the only reason we've used it.
