Where do you find bras that actually fit?

I've been measured,(in 3 seperate stores) I've purchased the $65-must-have-OMG-this-bra-is-heaven number, I've bought several different brands at my local discount store to try to get one I like and still, no go.

Honestly, I can say I've never in my entire life had a bra which fit properly. Here's my problem and see if you can diagnose it:the back rides up so that it's more in the middle to top of my shoulder blades and the straps are constantly slipping toward my elbows. I've resorted to the $5 Wal-Mart sports bras to keep my sanity, which is doing nothing for my poor sagging girls. So, 1. What's the deal and 2. Where do I find the elusive properly fitting bra?

When I visit my in laws in Michigan I go to a store called Bras that Fit.  I think there are some stores other places.  Its worth a shot

If it rides up in the back, I think that means the band is too big and cups are too small (the most common mistake). If you google "how to find your bra size" you can find some good trouble-shooting guides.
