I read in two separate articles that the FSA contributions was reduced from $5k to $2500 - is that what you mean?
I don't know FOR sure that it was in this final version that passed though - I read the articles today, but haven't read this particular version of the bill.

FSA is for medical expenses, and yes, I heard the same numbers. Dependent care is separate, maximum is $5k per year currently.

Sh!t. That is awful! It will totally screw us over if our dependent care benefit is lowered. I haven't paid attention at all to this healthcare bill, I guess it's time to start!
Ah, okay - well I haven't seen any mention of DCAP changing, just the FSA. I tried to search the reconciliation bill, but didn't find DCAP in it (didn't read through - just searched for the acronym and the words). Also, no news articles are mentioning DCAP.

Whew!! I was literally getting sick to my stomach here. Our daycare is $1158/mo...I claim the maximum and every 2 weeks I get reimbursed $263. I then have to pay the remainder of my $579/2 weeks payment...and it is stressful! I can't imagine if our daycare benefit went down further! As it stands, it doesn't even cover half of the year now that we are paying for 2 kids!
