1) Yes, but in our area its pretty rare. I think it would definitely be the exception rather than the rule, and if they are called upon, its likely brief and to answer specific questions the judge has. I know in training it was recommended that we brush up on dates/details of "issues" before court hearings just in case - and bring any documentation of it if applicable.
