I hope this makes you feel a little better.  I am 38 1/2 weeks (not as far as you but close) and I just got back from my 39 weeks appt and the doc can't even get her finger in there!!!  pretty much closed up tight, well, she said she would give me 1/2 a centimeter.  Never had one BH or contrax.  BUT, when pg with my son, I went into the doc on a thursday morning and I wasn't even 1 centimeters and starting contracting that night and my water broke the next morning at 7am (of course, I was still only about 1 centimeter) but he was born that day.  There is still hope and sometimes it just happens so fast.  As I have learned, dialation really doesn't always mean much.  Although, you do wish that your body would cooperate and do what it's supposed to do.
