What is the point of an IT department

A bunch of my files went missing from our shared network. I spent 20 minutes on the phone with IT this morning to tell them exactly what needed to be restored. About 3 hours later, I got an email saying that all of the files were restored.

False. Only half of the files were restored. So where the fvck are the rest of them?

At work, we have an IT "department."  It consists of 3 guys.  One of them wanders around all the time, and the other 2 are MIA most of the time.  It's not so much a department as it is a loose collection of people who avoid work.
