I don't understand why you couldn't. If it's a country that requires a passport, then your limitation would be how long it would take to get a passport.
My passport picture was taken at less than a week old. (Granted, I was born in Japan and needed the passport to get home.)
I don't think there's a "minimum age", but IMO I would wait until they have their vaccinations, or at least the 1st round or 2.... Plus i wouldn't think it would be fun for YOU to have an infant on vacation, your still establishing routine, etc...
My boss just took his infant to pakistan...he couldnt get the passport until the birth certificate came...so it did take a while. If you stay on top of things....and do the birth certificate and passport thing quickly you can do it in 3 months....it took him almost 4 because they didnt know what they were doing.
Also...there are services that expedite passports for a fee....you can find them online everywhere.

I would talk to your pedi if you plan to go so you can plan to immunize as best for the environment your going to be in. We flew out of the country with DS and my pedi wanted him to get polio sooner than normal for the country we were going to.
We actually will be traveling to Mexico when Jake is 3 months old, actually, right at the end of my maternity leave. My mom is an OB nurse, and she says it's totally fine to travel that young. Everything I've heard is that it's actually the best time to travel because they sleep so much. I asked the Pedi I picked too, and she said that as long as LO has no health issues and has their first vaccinations, totally fine to travel out of the country. So we'll be getting a passport for him a couple of weeks after he's born.
But travel with an infant is a very personal choice, and just make sure the pedi is ok with it.

As soon as you have a passport, and for that you need the birth certificate and SSN. Getting the SSN can take 6 weeks, and the passport can take another 6 weeks but can be expedited.
Personally, I wouldn't want to go to Mexico with a three-month-old, but it's certainly feasible. We flew to California with DD1 when she was around three months.

I think as soon as you can get them a passport. I don't think anything is dependent on vaccines, as many people do delayed or no vaccinations.

If you have proof you are traveling within 2 weeks, you can get it expidited. There is no age for international travel.
I personally would go on a nice trip and not pass it up, but I am now a "seasoned" mom
A friend of mine who just had a baby a few weeks ago will be making a trip to Costa Rica with her DH, 5 yr old, and newborn next month! I'm jealous
