I like to think so because I am constantly wearing the look. I love short sleeve and 3/4th sleeve sweaters because of their versatility, I end up wearing them in fall and spring as well because they aren't as warm as long sleeve sweaters.
LOL! I'm wearing this "look" today actually. This is the first winter I've done this...and I have bought 3 short-sleeved sweaters from Kohl's within the past 2 months. I LOVE THEM!
Today I have on a navy blue long-sleeved shirt with a tan/beige colored short-sleeved sweater over the top that buttons at the neck only, with brown slacks. It's comfy, warm and super cute IMO!

Yes, ma'am! A sleeveless or short-sleeved sweater-tunic over a long-sleeved shirt and leggings = tres chic!
And don't forget to belt it. I love my wide belts, but skinny belts are new and now!
