My DD has rosy cheeks a lot right now. I sometimes wonder if she could have a fever because her cheeks gets so rosy but they are usually just chapped from the winter weather
There are 2 types of rosy cheeks: eczema and/or other rashes, or just an increase in blood (i.e. when hot, mad, crying, etc.). If it's ezema, you would feel it too. If it's just dialated blood vessels, it blanches when you push on it - turns white when you push on it...either way, both are normal and nothing to be worried about.

DD has rosy cheeks. I think it's mostly because of the dry winter weather. I put baby lotion on them sometimes, but she doesn't like it much so I don't very often.

ETA: they get worse at night as well
Could be teething, DH said he thought the saw while bumps where his next set of teeth should come in (he already has his bottom 2 teeth).
