Can't find red velvet cake mix anywhere! Can I just add red food coloring to a regular chocolate cak

I don't think so.  Duncan Hines has it, if you can find that.

I've never seen a pre-made RV mix. I do know that in addition to the red coloring there is also chocolate in RV cake.

Duncan Hines makes a red velvet, but sales may be regional.

In culinary school one of the 'short cuts' we learned was just adding red food coloring to chocolcate cake mix since most people can't tell the difference between real red velvet and chocolate with red dye in it.

You can but you'll have to add it to a chocolate cake mix because that's what RVC is.
