I never saw this method before, but it would be good for the babies that like to be tightly swaddled but are Houdini like with their ability to bust out of a regular swaddle. It is a bit straight-jacket-ish, but I know some kids love a good swaddle.
We used to take a a receiving blanket and fold it in half and wrap it around his arms that way to keep them down and then do a normal swaddle, sort of miracle blanket like. It's tough when they need to be swaddled but start breaking out and refuse to sleep without the swaddle.
that child looked very content in getting wrapped up! DS won't stay that still when I'm swaddling him. I need to get him some bigger blankets. The receiving blankets are getting too small. He kicks his legs out too easily and I only put the blanket under his arms since he works his arms out every time anyway.

Re: Double swaddle?
Mine needs the same thing, since she now flails her arms around and wakes herself up. When she's swaddled- she sleeps deeper and longer....
Go figure...
