WTH Photoshop question

I made a card in photoshop. I opened a new 5x7 background, colored it black added a frame and two text boxes. I saved it as a Jpeg and when I upload it to order it as a print it is always blurry. WTH am I doing wrong?

What are the image dimensions in pixels?  For a 5x7, I make sure the long side is at least 1200 px.
