My mother is a firm believer that work computer should be just for work. No games...not even Solitaire, no personal email and no surfing the net for anything not work related.
DH's state agency is very laid back and dont care if they play games, watch movies, chat on aim or personal email....as long as their work gets done in a timely matter. They do frown on certain websites for obvious reasons and they frown on doing business like ebay and such on company time.
So where do you stand on this issue?

I think it depends on what your job is.
When I was working (before I had the twins) I used to work as Quality Assurance for a mortgage company. I would have to listen to the telemarketers phone calls and type what they said like their pitch and their rebuttals. I needed to get their pitch and 3 rebuttals that they used and I had to listen to each person for 15 minutes. So if I got their rebuttals and their entire pitch in 5 minutes the other 10 minutes was just making sure that they didn't say anything inappropriate to the people etc. So I could surf the net, play solitare during that time... and there was nothing wrong with that.
If your job however is very hands on I think it's a problem to stop doing what you're doing to surf the net. Unless you need a mental break or something.
