Both Target and Wal-Mart have leotards, tights and ballet shoes. The shoes are more like slippers and I didn't think they'd last long, so I got my DD's at Payless.
If it's for a dance class and not just for dress-up, I don't think the ones at Target will work for actual dancing, even for a toddler. They looked so bulky I thought DD would just trip over them.
This brings bad memories to mind! We had to find 2 pairs and of course most stores only carry 1 of each size at a time. We were having a hard time finding size 8. My mom found one pair but we couldnt find the second. I called the mall that is over an hour away and they said they have it. We got there and it was the big girl size 8. I specifically said itty bitty TODDLER size. So she calls the store that is 2mins away and asks for the TODDLER size as well. Yes they had a pair. So I got the kids back in the van and drove the 2 mins (basically just through the huge mall parking lot) to the other store. Got there and BAM big girl size 8. I was FURIOUS! So I had to pack the kids back up, unload them and go back into the mall to get the 8.5. A tad too big but not too bad.
The lady looked at me and said "oh well at least its not busy like on a Saturday night" I said "I dont care how busy everyone else is. I have 3 kids I have had to buckle and unbuckle from car seats 3 times now because you and the other lady dont know what TODDLER size means." She tried to make light of the situation but instead of me calming down I ordered her to give me her and the other stores Managers info so I could call and complain. OH I was so mad. It was cold and raining and I was tired of dragging the kids around.

I got DD's leotard at Target - an XXS is a 2/3 and it fits her fine. She's on the edge between 2T and 3T in most clothes.
