ETA:  I'll also obviously let you know the max price.  I don't want to put a minimum price because there are some crafty people who may want to make something and spend less.  But in all honesty, it's not about how much you spend. It's about how awesome the gift is :-)

We used Elfster for the January mommas gift exchange.  It was neat - it gives everyone one place to go to ask questions and find responses about gifts, etc., plus you can make a wishlist and ask for suggestions.

i use elfster for the 4th year now. its pretty badass
