I think because there really aren't studies conclusively documenting problems in people. There might be a few that link BPA to adverse effects in animals, etc, but right now most of the bans (in Canada and elsewhere) are put in place out of an abundance of caution, rather than documented problems.
I support a ban, but keep in mind this will just mean that a different plastic will replace it. Give it 10 years and that plastic will be linked to adverse effects too.
