By the changing table? Bathroom? Laundry Room? I assumed it would be by the changing table but then DH asked if we were supposed to keep it in the laundry room and i wasn't sure.

by the changing table for sure. that way we can throw wipes and dipes in without worrying about DS wriggling off the changing table. We had to put the pail on top of the cabinet next to the table once DS was mobile, as he kept getting into it when it was on the floor.
However, we are now thinking of getting a smaller wetbag to keep in the bathroom (where our washer is too) for just poopies. He only goes 1-2 times a day, and we have to take them into the washroom anyway to scrape or shake off poo, plus it would make it easier to sort out the poop ones for the pre-rinse when doing laundry.

I keep it right next to the changing table. The only time that i've noticed smell (so far) is when the house got pretty warm but we weren't putting on the AC yet. We wash every other day.
On the 3rd floor it is next to the changing table in his room. On the 2nd floor it is in the bathroom, as I don't always want to go upstairs to change a diaper and I don't want a diaper pail out in the middle of my living room...even if it doesn't stink. The 1st floor is mainly our garage and guest room, so it is hardly ever used.

Ours is in DS's room next to his changing table. I have a wetbag that can hang to use while everything else is being washed.
