How cold is too cold for tights?

We are going to a festival in a couple days and I wanted to get some cute pictures of DD.  It's supposed to be 60 degrees heating up to 68 in the afternoon.  Do you think it would be okay for DD to wear tights at 60 degrees?  I'll bring another outfit in case she gets cold.  It's supposed to be partly cloudy with 5 mph wind.

    lol, i am from the northern midwest so i consider that plenty warm. I would (and will) wear tights on DD year round, but they will be the thick cable knit ones.

    I think it's fine. Some tights they sell are so thick, almost like leggings.
