I do 20% if it is my regular stylist/manicurist and 15% if it is not for whatever reason. I also do not tip if the service was poor (this is for any industry in which tipping is common).
ETA: I do tip the hair washer a few bucks if they do not get water/soap all over my face.

For a $35 haircut, 20% would be $7 (if they did a really good job)...if they did ok, I think $5 would be enough.
I usually tip $5 for a full set of new nails (acrylic), $3 for a fill-in. $5 for pedicure. If you get mani/pedi, I would say $7 for both is good.
