How often should a baby poop at three weeks?  How much is cause for concern in a 24 hr period?

Four or more yellow, seedy bowel movements per day, usually one after each feeding. After about a month, though, breastfed babies usually have fewer bowel movements and many may go a few days without pooping.

My son has pooped 8 times already and it has only been 18 hours.  Is this cause for concern?

No, my son would poop after every feeding at that age, it wasn't until he was 2 months that he started going only once per day. Just make sure that they are not watery, as that can be a sign of diarrhea.
