government agencies that have pissed me off today

2. CDC
3. California Dept of Public Health
4. The US Patent Office

For the love of all that is holy, WHY are government agencies so difficult?  I have been passed between these 4 agencies for the past hour and a half with no end in sight.

All I want to do is fill out our trade secret forms for CA [figures they would have their own].  

The CA Dept of PH is telling me that it isn't their responsibility rather the CDC and FDA...and all three of the other offices are saying it IS their responsibility.
