WTH FIL?!?

He's been working on my car for over a week.  He's been driving it around to make sure it was ok.  MIL got in it to bring it back to us (30 min drive) and the gas light was on and the gauge is on "E". 

FIL has gas in a can he could fill it up with to get her to town on the way here to put a little more in it but he's refusing. DH told them we'd give them money for the gas but he still said no!!

WTH?!?!
