Car Seat Safety

Twice in the last two days DS has moved his chest clip from armpit level all the way down to the buckle.  This is serious, right?  I pulled over to fix it because I was worried he would climb out!  Is there anything I can do to prevent this?  He is only 9 months old, I thought I had a little while before I had to worry about him figuring out how to get out of his seat!

    Is the 5point harness tight enough? It should be tight enough that you cant grip the strap, if that makes sense...

    If I pull it any tighter it is really tight on his shoulders and he cries.  It is tight enough that I cant pinch together the strap but the chest clip can still be adjusted up and down.  The chest clip doesnt just slide down, you have to purposefully move it but he has been working at this for a while.  I wouldnt be surprised if he figures out how to unsnap it soon as well.
