Go to your dashboard. (Click on the B in the upper left-hand corner, or the sign-in on the right.) You'll see a list of your blogs (or rather, your blog). Next to the name of your blog, click on layout.
Under the first row of tabs, where it says "Page Elements--Fonts & Colors--Edit HTML--Pick New Template" click on Pick New Template. If you like, you can go further and edit the colors under "Fonts & Colors."
For a cooler design than what's available, either learn a lot about XHTML and cascading style sheets and design your own, OR do a web search for "blogger templates." There are lots of cool, free templates out there. You just can't tweak them the way you can tweak blogger templates, unless you really know XHTML.
