My nephew will be 2 next month and my MIL still refers to him as "the baby", but it seems to me that he's not one anymore. I would refer to him as a toddler. When do you think they stop being babies? At a certain age? When they hit a certain milestone?

I think once they walk, to me, they're toddlers.
Unless you're the youngest, then you're always the baby!
