I am becoming very frustrated with BFing. DS will act hungry and latch on for a few minutes but then pull off and fuss every few seconds. When I've been pumping at work I get around 4 oz. Could it be that I'm not producing enough for him?
hmmm....4oz should be enough unless you are empty when he is trying to feed. has he gotten used to a bottle? can you tell if he is staying on long enough to stimulate a let down? he may either 1) not be hungry and just need a paci 2) not getting any milk or 3) have a reflux issue not diagnosed.
Does he do this and then chug a bottle right after?
Pumping isn't a good indication of supply, since babies are better at gatting milk out than the pump is. If he's gaining weight and having enough wet diapers, your supply is likely fine. If you're worried, you could go see a LC. They can weigh LO before and after feeding to determine if he's getting enough, and if he's not they can help. Where in KS are you? I saw a great LC when I was having trouble bfing and she helped me a lot. If you're near OP, I'd be happy to reccomend her.

He's on Prevacid for reflux and I feel the letdown. This just happened and now I'm giving him a bottle and he sucked it down
Sounds like he wants a faster flow - are you still using the slowest flow nipples for his bottles (you should) so he doesn't expect faster from the breast? Also around 3/4 months we started to have distraction problems. Sometimes, I have to give him a "timeout" even if I think he's hungry if he is pulling off and rolling around a lot. They just get very busy at this age and it's harder to get them to be still to nurse. Also try going in a dim, quiet room where he is less likely to be distracted.
