We took DD out within the first week- we had to make trips to Walmart and Target to get food and supplies after being in the hospital. Just use your discretion- and make sure you have tons of hand sanitizer or antibacterial wipes.
How many weeks is it safe to take DD out to store, resturant, shopping ect.. ? Some conservative pedis will tell you to wait a month. I would just avoid crowds in the first few weeks. Our first trip out was at 3.5 weeks, but I also had DD during flu season.
When is it ok to take DD in carriage for a walk around the neighbor hood ? I'm sure you could do that now, as long as it isn't too hot.
I've taken JJ to the store once, but I was more than ready to tell people to back off if they wanted to touch him. (my biggest concern is germs) and we've been to my moms and MILs a few times already too.
As for walks i think it depends on the weather, Its been a little too warm here and JJ doesnt like to be hot AT ALL.
We took DD at 3 days out to lunch at a time when the restaurant was empty. We took her for walks pretty much from the moment we got home. I would skip the mall or other enclosed areas until at least 1 month as much as possible. DS went pretty much everywhere, which included the grocery and target after 1 week because we had to, but I tried to go at off times and keep him in the sling so people could not touch/see him.
I don't really know what is the safest but we had to get out to go to Walmart when DD was about a week and a half. We took a walk in her stroller to the neighbor's house when she was just about five days old. I live in Arkansas and it is really hot now so we still don't get out in the stroller to go around the neighborhood or anything. We've had like 110 degree heat index.

Our pedi told us not to have our DS in public until after his 2 month shots...we go for walks around the neighborhood everyday. i am counting the hours to our 2 month appointment on Tuesday!
The reasoning for the wait has to do with the "comeback" of whooping cough and other diseases.
We were told to wait a few weeks, but DS was born at the peak of flu season, so that had something to do with it. I will tell you the earlier you start the easier it becomes later on... make it a routine and do what feels best for you... For your sanity you need to be able to get out of your house!
I've only take DS to the cingular store so far, but plan to get him out this weekend to Target. I'll use my wrap (which I am oddly very anxious about doing...)
Tonight will be our first walk around the block. It's just so stinkin' hot around here that I haven't wanted to get him out just yet.
