Need cleaning suggestions for Peg Perego Primo Viaggio carset

Hoping someone can give me a suggestion on how to clean those carseat strap covers.  I'm not sure that they are removable & its starting to gross me out.  I'm thinking about sending it to a HazMat team!!!

Anyone had any luck cleaning those suckers?

I used baby wipes as well. ?How about vinegar/water mixture..that way it is safe if baby puts mouth on it. ?
