I'm not sure how crafty you are, but I just made tags for my friends bridal shower favors. I cut some paper into rectangles, then chopped off the corners of two sides, hole punched it and tied them on with curling ribbon.
sestock has a cute idea with the pic on the tag. For my DD's baby shower we made up a "thank you" poem, printed them out on heavy card stock (blue) and then cut them in rectangles with scissors that made a scalloped edge. We then punched a hole in one end and tied with a ribbon. She had cookie favors and they were in plastic bags.
