In the Social Security Administration's 2008 baby names report, Barack jumped more than 10,000 spots in popularity - from 12,535 (in 2007) to 2,409.

But actually it's statistically insignificant, because there were still only a few babies actually named Barack. I expect Malia and Sasha to have a much greater impact.
