Random question...What's the deal with mens swim wear?

I am so confused.  I order SO some board shorts online at JCrew.  They came in and they are basically like thin cotton shorts.  They are not made with swim material and do not have any liner inside.  He said he thinks he is supposed to wear underwear underneath them.  Anyone know what is going on in mens swim wear?

Board shorts are not swim shorts, at least none that I've seen.

Well I googled and apparently SO is correct.  Board shorts are for swimming or surfing and they do not have a liner and you are supposed to wear underwear with them.

Wearing underwear while swimming seems uncomfortable. I know my DH would not be for it.  Most undies are cotton, which means thick, heavy material when wet, nothing like swim material.
