I've heard different definitions. I always thought it was 2 babies born within 1 year of each other. But every time I tell someone that my two babies will be 13 months apart they say, "oh, irish twins!" What's your definition?
You're right, it's 12 months. FWIW someone told me I was going to have "Norweigan Twins" the other day. I think she meant "Irish Twins" but since the 2 will be 20 months apart I didn't want to correct her on multiple levels.
I've had 2 sets of "Irish Twins"....but, then someone told me it was 2 babies born in the same YEAR and I haven't done that since I've always conceived in September!

I've always thought the same. I'm betting that people just think 13mo is close enough to 12mo to use to term.
