DH and I noticed that Allison didn't babble about a week ago.  She blew raspberries and yelled, but wasn't using any consonant sounds.  So (and this would be totally embarrassing to admit if it hadn't worked) I started showing Allie a couple of videos of babies babbling on youtube each day.  Today, she's babbling.  I think she just didn't know what to do!

Or she's just developmentally ready now and I wasted a fair amount of time watching nonsense talk on youtube!

K talks a lot more when we are around other babies, so I totally believe it.  K doesn't use a lot of consonant sounds even though he sometimes babbles for 10+ minutes.  He's a boy though, and they are known to make noise, not talk (even into adulthood!).
