I called the daycare licensing agency in our county.  The woman I spoke to thanked me a ton and said I would remain anonymous and that it wouldn't be a formal "complaint" since I guess she technically wasn't in violation of an actual rule (although I'm not sure how "keep the kids out of the street" isn't a rule...) but that my concern would be passed on to the dcp's licensing agent and she would be talked to.  I'm glad I called, I would hate to have something happen and know I didn't do anything about it.

Good, that would have bothered me to no end too.  It seems like a lot of people are missing common sense these days.

I'm so glad you called.  I don't think there's anything else you really could do.  I hope the parents of those kids find out what she's been up to.
