I wanted style/comfort/durability - the kozypal has all of that. I loved that I was able to get one that not 10 other people int eh checkout line would NOT have. They come with little loops so you can attached your DC's favorite toy. And - you're supporting a WAHM (former nestie) and I really like that.

I love our Kozy Pal too. They were having a 50% off sale earlier this week, but not sure how long it lasted.
We had the Eddie Bauer one that sells at Target. I liked that it was inexpensive. It has a place to hook on toys (essential!). But you had to tie it to the shopping cart to keep it in place and you still had to use the cart's belt, which I didn't like.
My stepmom got me a Floppy Seat one for Oliver's 1st birthday (not knowing I had one already). I love it so much better! It still has places to hook toys, but you don't have to tie it at all, the elastic goes around instead. And it covers way more of the cart than the Eddie Bauer one did. It's more padded so more comfy for baby. It is more expensive, and I'm glad I got it as a gift. But I think worth it.
And yes, I use one every time we go out (I keep it in the car), and restaurants too. I'm not exactly a germaphobe, but Oliver likes to chew on the handle or the sides, and that is soooo gross! Also all I have to think of is raw chicken juices, and I don't find it a hassle at all!
I have loved my cart cover so far. It is big enough to fit the big cart at Sam's and yet it is not really bulky. It has 2 toy loops and a pocket in the front. It has its own belt so you don't have to use the belt from the stores buggy. I washed it the other night and it washed perfectly.
I keep it in the car and use it for the buggy and for the high chairs at restaraunts.
I also have the eddie bauer cover that i got from BBB- I dont know if it is the same as a PP because it does have a harness, I dont have to use the one from the cart. Definitely buy one that has a place to strap toys so they dont fall- this one has zipper pockets as well which is convenient.
I use mine to double as a high chair cover in restaurants as well so we get lots of use out of it!
I haven't had a chance to use mine yet (since I still have an inside baby lol), but I received a shopping cart cover made by Infantino as a shower gift. It's neat---I've never seen one like this before.
