I am so annoyed!

We live in a 1st floor apartment and we have new neighbors. It's a 14 year old boy and his mom. Well the 14 year old boy and his friends like to hang out in the main pathway and yell and ride bikes! oh joy!

I have asked several times for them to move because with the yelling and the clammering of the bikes they wake up DS. I don't know what to do. Should I talk to his mom? This has to stop! I mean there is a club house they can hang at and a park right down the street! ugh

I am kind of suprised your apartment complex doesn't have rules against this, ours does.  I would go to your landlord first and have them make mention of it, if that doesn't work I would definitely nicely mention it to the parents.

I would talk to the mother first and if that doesn't work, then I would talk to the manager.

Is this an apartment you own or rent?  If you rent, can you speak with the landlord or management company?  If that's an option, I'd go that route.  Otherwise, I'd speak with the parents and then call the police if it doesn't improve.
