'at or below shoulder height' is open to interpretation, especially the 'below shoulder height' part.  i mean come on, how do i know when to move it up ??

You can move it up if the straps will still be at or below Grant's shoulders when the strap is in the new position.

Is that clear or am I confused too??

Thats what I did... when the next set of holes was at Aleia's shoulder's I moved them up.

ohhh the holes, the holes!! i was thinking of the straps themselves. NOW it makes sense.

I just moved DS's straps up today.  He was really fussy in his seat and the hole the straps come through seemed to be right at his shoulder height.  He was much more confortable today.
