I went to Cookies by Design and they created a cookie tray for me with individually wrapped cookies for everyone to take home. I told them the theme of my shower (Noah's Ark) and they made a whole tray of cookies featuring baby animals and baby shapes. It was sooo cute! The cost was $2 per cookie (if you got them individually wrapped) plus $1.50 for the tray they put them on. They were able to create the whole thing quickly.
Do you have a Cookies by Design in your area or another cookie store?
This is probably too specific, but one of my showers was monkey themed, so my sister made mini loaves of banana bread and small packets of the banana shaped runts. As prizes for winning games, we gave away household items like a fold-up step stool and cleaner. We gave lotions from Ulta at my other shower.

Chinese take out boxes (plain white) filled with pastel candy and tie a pastel ribbon around the handle - if that matches your theme/style anyway. It's the perfect time of the year to find pastel candy thanks to Easter. You could use all of one pastel color or you could use yellows, blues, greens, pinks, purples, whatev.....GL
I mentioned the cookie idea above, but originally what I wanted to do was buy cheap umbrellas from the Dollar store and give everyone an umbrella. I couldn't find any though. My back up plan was just to buy flowers and give everyone a flower with a tag on it. Who doesn't like getting flowers, right? You could also give out flower seeds since spring is just around the corner.
We have done baby food jars filled with Jelly Bellies (the Mom's favorite) and tied with a ribbon. You could do any kind of candy. Got the jars off of ebay.
Also did a candy bar at the last shower I helped host. I set up a table and took all sorts of glass containers I already had (bowls, hurricane jar, trifle dish, etc.) in different sizes and filled with with different candy (I used pastels). Had scoopers in each candy dish and little white bags for people to fill up the bags and take them with them. The Mom didn't know the gender so I printed out a poem and framed it that said : "Boy or girl, its sure to be sweet. Please grab a bag and fill it with treats" It was a big hit.
Re: What are good shower favors?
Lotions or something Bath& Body are always hits.
My mom had a sugar scrub made especially for mine and everyone loved it.
