Tooth bulges in the front or on top of the gum?

When she gets a tooth, will the bulges be in the front of the gum or on the top of it??

For her bottom two, they came right out of the top of the gum and wern't any bulges to speak of. Then, her two tops came in and man it looked like it'd hurt more than words the way those bulges appeard right in the front like that. Ouchie
