I'm making one for Tommiegirl tonight, or tomorrow, I can take pics and put a how-to on my blog.  If you google new-sew tutu, you'll find several sets of instructions, but I've found ways to make it fluffier and make the waist end up the right size.  I can combine all the best directions into one tutorial if you'd like
