I can tell you GA has a 10 day rescind/waiting period but that does not mean the baby cannot come to live in your home during that period. Usually they go to a foster home, but birth parents can waive that.
Often times if your agency works with other states, you may not be able to be particular about the state in which your BM comes from (unless you want to go through the wait period again). But, for sure there are some states that are better to work with than others.
