I want to make a picture invite for DS's birthday, but not sure where to do it. I looked on Shutterfly and there wasn't anything there that really jumped out at me. I want something different- something that I can completely create. Anyone know where I can do this?

You create it, save it, then go to File, export as a jpeg, then you can upload to any photo print shop and have them printed. Just an FYI, they print better as a 5x7 than a 4x6.
I use scrapblog and snapfish.

here's the one I made with scrapblog. It was easy, cheap and I have gotten alot of positive comments about it. I used snapfish, then bought envelopes online to fit the prints.

I've found the scrapblog stuff really fuzzy too, so much that I hesitate to use them for cards.
Someone suggested Vistaprint as a good location to create a card, but I haven't checked it out yet.
As for printing up photos, we use Costco and love the results.

I have never had a problem printing any 5x7 invites/cards from scrapblog and have used snapfish and shutterly to print with. I will say that myt one hour Christmas proof came out with a more vibrant color than the ones I mailed order but they all came out great.
I have learned through mistakes though to crop my 5x7 before placing my order. I always had images of center, until I learned to crop through the photo site.
