CPSIA legislation and Etsy

How hard will this legislation hit Etsy sellers? I have been lusting over baby items, including cloth diapers, made by Etsy sellers but my budget won't allow me to splurge. Should I do it anyway in case I can't buy those items in February?

We've been talking about this off and on, but I don't know what the word is.  I know theres talk that diapers may not be affected, and at some point there were certain items that were excluded, but I don't remember what they were.  I'll try to look back, and if I find what I'm talking about, I'll post it here.
