Honestly, neither.  Prefer Neela, but just my opinion.

I like Neda. That is my great aunt’s name and I think it’s so pretty!

I’m not familiar with either. I guess I would choose Nella for it’s easy pronunciation. Agree with Pp that Neela is a good option.
