@MouseMama817 It means to stick the thread to the very top of the board as an announcement, so it never gets pushed to the bottom. Only admin can do that.
Late to the party on this one but it hit me yesterday in Target, I really dislike this trend with the shoulders all slit or open. Especially for the little girls. Not that I am a prude, it's just annoying.
