Movements or Gas

So basically this is the first time I'm experiencing these weird movements and I'm at 13wks anyhow I also see my belly button move in & out...is it the baby?

At 13 weeks you are feeling gas.

Since your organs are shifting upward at 13w, the movement you are seeing on the outside may be related to that.  But yeah, at 13w that's not Baby.

Also, if you see movement by your belly button it could be a blood vessel pumping.
