NPR phone picture app

Does anyone know what app is used to create these color effects?

I know it is a mobile app and not a PC program like Gimp or Photoshop. I also know the different parts of the photo are being manipulated individually and not all at the same time like a filter would do.

I'm not sure of a specific app but try Snapseed

It was Snapseed. Or at least that app enabled me to do the same thing.

This picture is one I took when hubby and I were in Amsterdam. I wanted to use this effect on it and blow it up to hang. I was having trouble getting it to do the same thing in GIMP. The kid who took these farming photos won't tell anyone what he used so that his fotos r unique guize. /:)
