OT sewing a diaper like Softbums

I've been thinking too much about the steps to sew these Softbums-like covers. I have my PUL and inner material cut.  What are my next steps? Attach my closure-snaps, I think, because velcro did not come out well on my first cover.

Do I tack the elastic to just the PUL? Or can I sew my diaper cuts, then tack the elastic to both, turn and topstitch making sure to sew a casing for the elastics?

If you PM me your email address, I found a great pattern that will show you the steps. This pattern is for a pocket, but would work for a cover too I think. I'm going to try it for making a pocket or AIO next week!
